Why pricing works this way
Most analysis never leaves the analyst's screen. Charging for exploration would make you ration the part of the work that has no cost to you and no value to anyone else.
Charging at the point where output leaves the workspace keeps the incentive simple: experiment as much as you want, and pay once the result is something you are going to use.
